Zooming in, it’s quite obvious that this is no natural phenomenon. The green algae likes it, but I’m not convinced that it’s good for the rest of us.
If it’s true, as I believe, that this is a sorbent boom or other device that was used to absorb oil after a
spill many years ago, who was responsible for removing it later? Shouldn’t they, at least in part, be responsible
for any cleanup necessitated by their having neglected to complete the job?
