Looking for information on sorbent booms, it seems that they are used not only to absorb, but to prevent oil from moving downstream, allowing for the oil to be removed or, in some cases, burned.
It is obvious from the amount of oil on the surface of Millinocket Stream that the oil was not removed, so I am
unclear as to the plan when this boom was placed in the stream, but I rather suspect that it was not supposed to
be simply abandoned there.
